How Luleå is governed
Municipal Council
The Municipal Council is the municipality´s ultimate decision-making body and consists of 61 members. The council takes key decisions that concern the municipal organizational structure, finances, and overall planning. The council also appoints the municipal committees and the terms for these committees and appoints members to the boards of the municipal companies.
The Municipal Council can be regarded as Luleå municipality´s “parliament".
Municipal Executive Board
The Municipal Executive Board is responsible for the overall management and coordination of the municipality. The Board has 15 members appointed by the Municipal Council.
The Executive Board leads and coordinates the municipality´s overall planning and has insight in municipal committees and municipal companies. To assist the Board in its tasks there are municipal officials in the Executive Office, at the departments for labour market issues and for planning and building issues. The Municipal Executive board can be regarded as Luleå municipality´s “government".
Municipal committees and boards
Politically appointed committees are created for administration and operation of social services, the school system, recreation and leisure activities, cultural services, health and environmental protection, emergency and rescue services, Luleå Harbour, and technical provision such as street access, water provision and waste management. Furthermore there are committees with special tasks such as consumer rights issues, chief guardian/public trustee services and public election issues.
There are politically appointed boards for some municipal operations that are run in the form of municipal companies. Housing services, energy operations, waste and cleaning management, public transportation, and fair services are wholly or jointly owned by the municipality.
